GBV Trainer
1. Organizational Setting
Juzoor is a leading Palestinian NGO dedicated to improving the health and well-being of Palestinian families and promoting health rights in the West Bank, East Jerusalem, and Gaza. We promote an interdisciplinary, cross-sectoral approach to improving the health and social well-being of individuals, families, and communities based on national targets and needs. Juzoor collaborates with civil society organizations, professionals, governmental bodies, service providers, and the community at large, focusing on building local capacities and empowering communities, particularly women, children, and youth, through innovative programs addressing psychosocial, educational, economic, and reproductive health needs.
2. Background
Juzoor is implementing the Raedat (Pioneers) Project within the larger project of empowering women and promoting gender equality, funded by the United States Agency for International Development (USAID) and implemented by Global Communities. We seek a specialized trainer in gender-based violence (GBV) and gender equality with strong knowledge of the national referral system, GBV response stakeholders, and a deep understanding of social transformative approaches, male allies, and male engagement strategies. The consultant should possess excellent analytical skills within the Palestinian context and maintain a strong reputation and relationship with community organizations.
3. Working Code and Methodology

The consultant acknowledges the confidentiality of all Juzoor’s information and agrees that such information, including documents, manuals, and designs, shall not be used outside the organization unless approved by Juzoor's management and board of directors, as stipulated in the IT & Data Policy.
4. Scope of Work
1. Training and Capacity Building:

Develop a training plan and curriculum related to GBV response and services.

Train and build the capacity of local stakeholders to strengthen non-formal justice actors and support women victims of violence.

Explain the national referral system and its pathways to map services for women victims.
-
Conduct training on GBV and women empowerment.
2. Reporting and Recommendations:

The consultant will report on the scope of training, material development, methodologies used, and provide recommendations.
5. Deliverables
-
Planning and Preparation: Submit an Inception Report outlining the methodology, work plan, and tools to be used.

Analysis and Reporting: Provide detailed analysis and reporting on the training conducted and recommendations.
6. Timeline
The consultant must complete 12 training days (3 days per location) in Tubas, Jericho, Bethlehem, and Hebron for a total of 80 participants. The training should be completed by the end of August 2024.
7. Qualifications

MA degree in Law, Human Rights, Social Studies, Gender Studies or a relevant field.

Minimum 5 years of experience as a GBV specialist.

Excellent knowledge of the national referral system.

In-depth understanding of gender approaches, male allies, and engagement strategies.

Strong analytical and communication skills.
-
Ability to deliver creative analysis within the local context.
8. Experience Required
-
Good knowledge of the health and social sectors, particularly in working with women at the grassroots level.

Familiarity with social transformative approaches.
-
Ability to work effectively with teams, women groups, local communities, and NGOs.
-
Experience in community development and report drafting.
-
Willingness to travel to different locations in the West Bank, specifically Tubas, Jericho, Hebron, and Bethlehem.

10. Confidentiality
All information obtained during the consultancy must be handled confidentially and used solely for this assignment.
11. Reporting
The consultant will report to Juzoor.
12. Donor Compliance
The consultant acknowledges that this contract falls under the Raedat (Pioneers) Project funded by USAID and commits to adhering to the donor’s terms and requirements, including signing all necessary documents.

The Supplier/ Service provider is aware that this contract/ purchase order falls under the Pioneers Raedat Activity Global Communities project funded by the United States Agency for Development (USAID), Therefore, the supplier/ service provider commits in writing to adhere to the donor’s terms and requirements.

The Supplier/ Service provider commits and signs to the donor’s mandatory documents and adhering to all the requirements including signing (Attachments A1. And A.5).

This procurement/solicitation falls under the Pioneers Raedat Activity Global Communities project funded by the United States Agency for Development (USAID), where the supplier (s) must adhere to all Donor requirements and sign and comply with its needed documentation.
