Trainer on Documentation of Violence Against Women
1. Organizational Setting
Juzoor is a leading Palestinian NGO dedicated to improving the health and well-being of Palestinian families and promoting health rights in the West Bank, East Jerusalem, and Gaza. We adopt an interdisciplinary, cross-sectoral approach to enhance the health and social well-being of individuals, families, and communities, aligning our efforts with national targets and needs. Juzoor collaborates with civil society organizations, professionals, governmental bodies, service providers, and the community at large. Our principles focus on building local capacities and empowering local communities, specifically targeting women, children, and youth through innovative programs that address psychosocial, educational, economic, and reproductive health needs.
2. Background
Juzoor is implementing the Raedat (Pioneers) Project under the broader initiative to empower women and promote gender equality, funded by the United States Agency for International Development (USAID) and implemented by Global Communities. We are seeking a specialized trainer with strong expertise in gender-based violence (GBV) and gender equality. The trainer to be able develop the skills of trainees in documenting women's rights violations through a series of specific activities and training sessions.
3. Working Code and Methodology

Confidential information, such as documents, manuals, and designs, is the sole property of Juzoor and must not be used outside the organization without clearance from Juzoor management and the board of directors, as stipulated in Juzoor’s IT & Data Policy.
4. Responsibilities:
- Developing a Training Program: The focus will be on enhancing the trainees' skills in documenting women's rights violations, including identifying the types of violations and how to monitor and document them.
- Implementing Advanced Standards: An advanced documentation methodology will be adopted as a mechanism for systematically and accurately documenting cases, contributing to the adoption of these standards as essential tools in the documentation process.
- Preparing Training Materials: Comprehensive training materials will be prepared, encompassing all the training content, to be distributed to the trainees at the end of the training to ensure continued knowledge and application.
- Conducting Training Sessions: four training days will be dedicated to focusing on the skills and mechanisms for monitoring and documenting cases of killings, as well as organizing monitoring and documentation processes to ensure accuracy and comprehensiveness.
- Building a Competent Research Team: A competent group of researchers in the field of documenting women's rights violations will be formed. This team will be capable of gathering evidence, conducting interviews with witnesses and concerned parties, to ensure the accuracy and effectiveness of the documentation process.
- Preparing Forms and Field Reports: Documentation forms and field reports will be prepared to train participants on compiling comprehensive files that include all necessary information about documented cases of killings, thus enhancing the documentation and reporting process.
At the end of the program, trainees will be able to apply advanced standards and methodologies in documenting women's rights violations effectively and professionally.
5. Qualifications
A trainer responsible for educating the trainees on documenting violations against women should possess a strong set of qualifications to ensure effective and ethical training.
1. Educational Background
- Degree in Human Rights, Law, or Social Sciences: A bachelor's or master's degree in fields related to human rights, international law, gender studies, or social work is crucial. This provides the trainer with a solid understanding of the theoretical and legal aspects of women's rights.
- Specialized Training in Documentation: Additional certifications or courses specifically focused on documenting human rights violations, particularly those against women, are highly beneficial.
2. Professional Experience
- Experience in Human Rights Advocacy: Several years of hands-on experience working with NGOs, international organizations, or governmental bodies in human rights advocacy, particularly focusing on women’s rights.
- Field Experience in Documentation: Practical experience in documenting cases of violence against women, including interviewing survivors, collecting evidence, and preparing reports for legal or advocacy purposes.
- Experience in Conflict Zones or High-Risk Areas: Experience working in conflict zones or areas where violations against women are prevalent can be invaluable, providing insights into the complexities of documentation in challenging environments.
3. Knowledge of Legal Frameworks
- Understanding of National and International Laws: In-depth knowledge of national laws and international conventions related to women’s rights, such as CEDAW, the Istanbul Convention, and relevant UN Security Council Resolutions (e.g., 1325 on Women, Peace, and Security).
- Familiarity with Legal Processes: Understanding how documented evidence is used in legal proceedings, both nationally and internationally, is essential for guiding trainees on the importance and methods of documentation.
4. Ethical Competence
- Strong Ethical Foundation: A deep commitment to the ethical considerations involved in documenting sensitive cases, including issues of confidentiality, consent, and the potential risks to survivors.
5. Communication and Training Skills
- Effective Communication: Ability to clearly and sensitively communicate complex topics, ensuring that trainees understand the importance and nuances of documentation.
- Training Experience: Prior experience in conducting workshops, training sessions, or educational programs, particularly those related to human rights or gender issues.
- Cultural Sensitivity: The ability to work with diverse groups, understanding and respecting cultural differences in the context of women’s rights and gender-based violence.
6. Technical Skills
- Proficiency in Documentation Tools: Familiarity with various documentation tools and software used for recording and managing data related to human rights violations.
- Knowledge of Data Security Practices: Understanding best practices for storing and protecting sensitive information related to documented cases.
7. Interpersonal Qualities
- Empathy and Compassion: The ability to work empathetically with survivors and trainees, understanding the emotional complexities involved.
- Critical Thinking and Problem-Solving: The capacity to analyze complex situations, identify challenges in documentation, and develop effective solutions.
These qualifications ensure that a trainer is not only knowledgeable but also capable of effectively imparting the necessary skills and ethical considerations to those who will be responsible for documenting violations against women.
8. Experience Required
- Professional experience in human rights.

- Excellent and proven experience in legal and ethical expertise.

- The Supplier/ Service provider commits and signs to the donor’s mandatory documents and adhering to all the requirements including signing (Attachments A1. And A.5)
- This procurement/solicitation falls under the Pioneers Raedat Activity Global Communities project funded by the United States Agency for Development (USAID), where the supplier (s) must adhere to all Donor requirements and sign and comply with its needed documentation.
