Terms of Reference (ToR) for Director of Programs
- Organization Background:
Juzoor is a leading Palestinian NGO dedicated to improving the health and well-being of Palestinian families and promoting health rights in the West Bank, East Jerusalem, and Gaza.
We promote an interdisciplinary, cross-sectoral approach to improving the health and social well-being of individuals, families and communities based on national targets and needs. Juzoor works on multiple levels with civil society organizations, professionals, governmental bodies, service providers, and the community at large. Our principles are to build local capacities and empower local communities, targeting in specific women, children and youth, through innovative programs that address their psychosocial, educational, economic and reproductive health needs.

- Director of Programs
- Reports to: Executive Director.
- Location:
- Ramallah, Palestine (with potential travel within the region).
- Duration:
- Full-time position.

- The position holder acknowledges that all information is confidential to Juzoor such as documents, manuals, designs, applications of all sorts, agree that these documents are the sole custody of Juzoor and should not be used outside Juzoor organization unless it is cleared by Juzoor management and the board of directors, as stipulated in Juzoor’s IT & Data Policy.

- The position holder understands and agrees to fulfil tasks related to her/his TOR, and for the benefit of Juzoor’s activities, as requested by her/his immediate supervisor.
- The position holder understands and agrees to read, comply and participate in any orientation held by Juzoor related to HR and Juzoor policies.
- Overall Responsibilities:
- Program Leadership: Provide strategic direction and technical leadership for JUZOOR's health programs, ensuring alignment with organizational goals and donor requirements.
- Management: Oversee program implementation, monitoring, and evaluation, ensuring quality, effectiveness, and compliance with project objectives and timelines.
- Technical Expertise: Lead initiatives focusing on Gender-Based Violence (GBV), Mental Health, Sexual Health, Non-Communicable Diseases (NCDs), Nutrition, and Humanitarian Work, integrating best practices and innovative approaches into program activities.
- Capacity Building: Mentor and build the capacity of staff and partners in public health program management, technical areas, and cross-cutting themes.
- Partnerships and Networking: Establish and maintain effective partnerships with stakeholders, including government agencies, NGOs, donors, and community groups, to enhance program impact and sustainability.
- Specific Duties and Responsibilities:
- Develop and implement comprehensive health strategies and work plans in collaboration with program teams.
- Provide technical guidance on GBV prevention and response, mental health promotion, sexual health education, NCD prevention and management, nutrition, and humanitarian response.
- Conduct assessments, research, and analysis to inform evidence-based programming and advocacy efforts in all thematic areas.
- Ensure effective monitoring, evaluation, and reporting of health programs, including timely submission of quality reports to donors and stakeholders.
- Advocate for policies and practices that promote health equity, gender equality, and human rights within the Palestinian context.
- Represent JUZOOR in relevant forums, conferences, and technical working groups related to public health and thematic areas of expertise.
- Support resource mobilization efforts by contributing to proposal development, donor engagement, and fundraising activities.
- Qualifications and Skills:
- At least Master's degree in Public Health, Health Management, or a related field; additional specialization in GBV, Mental Health, Sexual Health, NCDs, Nutrition, or Humanitarian Work preferred.
- Minimum of 10 years of progressively responsible experience in managing public health programs and expertise, preferably in humanitarian or development contexts.
- Demonstrated expertise in designing and implementing GBV, Mental Health, Sexual Health, NCD, nutrition, and humanitarian interventions, with a strong understanding of community-based approaches.
- Proven leadership and management skills, including the ability to mentor and motivate teams and ensure high-quality program delivery.
- Excellent communication, interpersonal, and networking skills, with the ability to build partnerships and engage effectively with diverse stakeholders.
- Fluency in English and Arabic (written and spoken).
