Term of Reference (TOR) Contracting Trainer on PSS and PFA
1. Organizational Setting
Juzoor is a leading Palestinian NGO dedicated to improving the health and well-being of Palestinian families and promoting health rights in the West Bank, East Jerusalem, and Gaza. We adopt an interdisciplinary, cross-sectoral approach to enhance the health and social well-being of individuals, families, and communities, aligning our efforts with national targets and needs. Juzoor collaborates with civil society organizations, professionals, governmental bodies, service providers, and the community at large. Our principles focus on building local capacities and empowering local communities, specifically targeting women, children, and youth through innovative programs that address psychosocial, educational, economic, and reproductive health needs.
2. Background
Juzoor is committed to enhancing the psychosocial well-being and resilience of individuals in vulnerable communities. To this end, Juzoor is seeking under a short-term consultancy contract, a qualified trainer to deliver a two-day training program on Psychosocial Support (PSS) and Psychological First Aid (PFA) across four locations: Tubas, Jericho, Bethlehem, and Hebron. This training aims to equip participants with the knowledge and skills to provide immediate and effective support to individuals experiencing psychological distress.
3. Working Code and Methodology

Confidential information, such as documents, manuals, and designs, is the sole property of Juzoor and may not be used outside the organization without written clearance from the Juzoor management and the board of directors, as stipulated in Juzoor’s IT & Data Policy.
4. Objectives of the Training
- To provide participants with a thorough understanding of PSS and PFA concepts, principles, and practices.
- To develop participants’ skills in delivering immediate psychological support during emergencies or crises.
- To enable participants to identify signs of distress and refer individuals to appropriate services.
- To foster the capacity of community members to support each other in times of need.
5. Scope of Work
The selected trainer will be responsible for:
- Developing and delivering a two-day training program in each of the four specified locations.
- Creating and providing comprehensive training materials, including presentations, handouts, and practical tools.
- Facilitating interactive sessions, including role-playing, group discussions, and case studies to reinforce learning.
- Conducting pre- and post-training assessments to evaluate participants' knowledge and skills acquisition
6. Deliverables
The trainer is expected to provide the following:
- A detailed training curriculum tailored to PSS and PFA, including an agenda for each location.
- Training materials (both digital and printed, as applicable).
- Pre- and post-training assessment tools.
- A final report summarizing the training outcomes, participants’ feedback, and recommendations for future interventions.
7. Trainer Qualifications
The ideal trainer should have:
- A minimum of five years of experience in PSS, PFA, mental health, or a related field.
- Proven experience in delivering training on PSS and PFA, particularly in community settings.
- Strong facilitation skills with the ability to adapt training to different cultural contexts and needs.
- Relevant certifications or qualifications in psychology, counselling, or mental health.
8 . Timeline
- Trainer Selection: 17 September 2024.
- Application Deadline: 10 September 2024.
- Training Delivery: Third week of September
- Final Report Submission after the completion of the training
9. Interested trainers should submit the following by the 10th of September 2024.
- A current CV detailing relevant experience, and highlighting relevant qualifications and past training experience.
- A proposed training plan, including the methodology, topics to be covered, and a detailed agenda for each location.
- A budget proposal, including trainer fees, travel expenses, materials, and any other associated costs.
10. Evaluation and Selection Criteria
Applications will be evaluated based on:
- Relevant experience and qualifications
- Quality and practicality of the proposed approach
- Cost-effectiveness

12. Donor Compliance:
- The Supplier/ Service provider is aware that this contract/ purchase order falls under the Pioneers Raedat Activity Global Communities project funded by the United States Agency for Development (USAID), Therefore, the supplier/ service provider commits in writing to adhere to the donor’s terms and requirements.
- The Supplier/ Service provider commits and signs to the donor’s mandatory documents and adhering to all the requirements including signing (Attachments A1. And A.5)
- This procurement/solicitation falls under the Pioneers Raedat Activity Global Communities project funded by the United States Agency for Development (USAID), where the supplier (s) must adhere to all Donor requirements and sign and comply with its needed documentation.
