Service/ Work Description: Full-service production of best quality videos, posts, photos and materials, all included in the action plan
Reports to: Juzoor Project Manager and Social Behavior Communication Officer.
As part of the ongoing partnership between Creative Associates International and Juzoor for Health and Social Development under the Basic Education Activity (BEA) project funded by the USAID, Juzoor is seeking the services expertise in Media Production starting from 01 October 2024-31 September 2025, for one year duration, with a possibility of extension.
- Project Background/ Introduction:
The USAID-funded Basic Education Activity, implemented by Creative Associates International in partnership with Al Nayzak and Juzoor for Health and Social Development, aims to enhance the quality and inclusivity of education for children in East Jerusalem, Gaza, and the West Bank.
For the period of September 2023 to 2027, this initiative will focus on expanding access to early childhood education (ECE), and after-school remedial and enrichment programs. This comprehensive approach addresses significant gaps in educational quality and access, particularly for the most marginalized and vulnerable children.
By supporting ECE providers, the Basic Education Activity aims to bridge the quality gaps through essential teaching and learning materials, teachers’ training, and facility rehabilitation to ensure safety and security. The program collaborates with communities to establish alternative educational models, where traditional early learning programs are unavailable, and by providing resource kits and digital learning materials. Additionally, the initiative works with after-school program providers to enhance their reach and effectiveness through specialized training and robust community engagement. By integrating socio-emotional support and addressing the needs of children with disabilities, the Basic Education Activity aims to create a supportive and inclusive learning environment. Over the next four years, the program is expected to benefit 286,000 children and 75,000 parents and community members, improving programming in 200 ECE centers, renovating 150 centers, training hundreds of teachers and facilitators, and providing essential resources to support learning and development.
Juzoor is primarily supporting IR1 (Intermediate Result (IR) 1: Improved cognitive, social, and emotional competencies of preschoolers) and works to improve social, health, and development outcomes in East Jerusalem, the West Bank, and the Gaza Strip. Under the component 5 of IR1; Family and Community Engagement, Juzoor seeks a professional Media Agency to support in the implementation of interventions throughout the Parent Communication Campaign focused on improving parent knowledge on ECE and parenting.
Juzoor is a leading Palestinian NGO dedicated to improving the health and well-being of Palestinian families and promoting health rights in the West Bank, East Jerusalem, and Gaza. Juzoor promotes an interdisciplinary, cross-sectoral approach to improving the health and social well-being of individuals, families and communities based on national targets and needs. Juzoor works on multiple levels with civil society organizations, professionals, governmental bodies, service providers, and the community at large. Our principles are to build local capacities and empower local communities, targeting in specific women, children and youth, through innovative programs that address their psychosocial, educational, economic and reproductive health needs.
2. Objective of the Media Campaign
The objective of the Parent Engagement Communication Campaign is to enhance parents’ and caregivers’ knowledge and understanding of early childhood education, including disability inclusion, nutrition, and other critical parenting topics. The campaign aims to empower parents, especially in marginalized areas, to become effective advocates for their children's development, and to foster active parental engagement in their children’s early learning. The specific objectives of the campaign are as follows:
- Objective 1: Empower parents to seek out high-quality early childhood education programs where available and advocate for greater access in areas where such centers are absent.
- Objective 2: Enhance parents’ participation in playful learning opportunities with their children and encourage active engagement with teachers to support their child’s learning.
- Objective 3: Increase parents’ knowledge of and engagement with digital and multimedia learning resources provided by BEA.
4. Scope of Work
The selected media agency will be responsible for designing, implementing, and managing the Parent Engagement Communication Campaign over a period of one year. The scope of work includes:
- Campaign Strategy Development:
- Develop a comprehensive media strategy tailored to the campaign objectives, including key messages, target audiences, and the most effective media channels for reaching parents and caregivers in marginalized areas.
- Create a detailed content calendar outlining all planned activities, including timelines and key milestones.
- Content Creation:
- Produce a variety of multimedia content (traditional and digital), including social media posts, videos, infographics, radio spots, and other materials that align with the campaign objectives.
- Ensure that all content is culturally relevant, accessible, and suitable for the target audience.
- Branding Compliance: All content and materials produced must strictly adhere to USAID's branding guidelines. The agency will be required to collaborate with BEA's communications team to ensure that the campaign’s branding is consistent with USAID’s standards.
- Media Buying and Placement:
- Plan and execute media buying across relevant channels, including traditional media (TV, radio, print) and digital platforms (social media, websites).
- Ensure broad reach and engagement with the target audience, particularly in marginalized areas.
- Public Relations and Outreach:
- Develop and execute a public relations plan to generate media coverage and build awareness of the campaign.
- Collaborate with local influencers, community leaders, and other stakeholders to amplify the campaign’s message.
- Monitoring and Evaluation:
- Establish key performance indicators (KPIs) and monitor the campaign’s progress against these metrics.
- Provide regular progress reports to BEA and adjust the strategy as needed to ensure the campaign’s success.
- Conduct a final evaluation at the end of the campaign to assess its impact and identify lessons learned.
Target Audience:
- Parents and caregivers of children aged 3-6 years.
- Special focus on families in marginalized area.
- Secondary audience: community leaders and educators.
- Detailed Project Deliverables:
- Content Creation and Dissemination/ Action Plan that include the following:
- Produce 3 high-quality videos in the Westbank that effectively communicate the campaign’s key messages. These videos should be designed for various platforms, including social media, TV, and community screenings.
- Create engaging digital content 12 posts a month tailored for social media platforms such as Facebook and Instagram and other social media platforms.
- Develop and produce compelling 3 radio spots (32 seconds) that convey the campaign’s core messages and encourage audience participation. The contractor will handle scriptwriting, voice-over recording, and final production of these audio segments.
- Coordinate and manage (6-8) interviews with experts in different topics on TV, radio, and social media platforms to promote the campaign.
- Collaborate with (2-3) influencers in coordination with Juzoor to amplify the campaign’s reach and impact. This involves identifying suitable influencers, negotiating terms, and coordinating their involvement in promoting the campaign through their channels.
- Design and create all necessary (5) materials for the campaign, including flyers, posters, brochures, and other print or digital assets.
6. Timeline
The campaign is expected to run for a period of one year, with the following key milestones:
- Month 1: Finalization of the media strategy and content calendar.
- Months 2-11: Ongoing implementation, content production, media buying, and monitoring.
- Month 12: Final evaluation and submission of the final report.
- Monthly: Campaign Progress Report.
7. Reporting Requirements
The media agency will be required to submit:
- Monthly progress reports highlighting activities, challenges, and results.
- Quarterly reports providing a more in-depth analysis of the campaign’s performance.
- A final report at the conclusion of the campaign, including a comprehensive evaluation of its impact and recommendations for future campaigns.
8. Qualifications and Experience
The selected media agency must demonstrate:
- Proven experience in developing and executing media campaigns, particularly in the field of education or social development.
- Strong understanding of the target audience, including cultural and socio-economic considerations in the region.
- Experience working in marginalized communities and with non-governmental organizations (NGOs) or international development agencies.
- Capability to produce high-quality multimedia content and manage media buying across multiple channels.
9. Submission Requirements
Interested agencies should submit the following:
- A technical proposal detailing the approach to the campaign, including the proposed plan, methodology, and timeline.
- A financial proposal outlining the budget.
- Examples of previous campaigns that demonstrate relevant experience and expertise.
- CVs of the key team members who will be involved in the project.
10. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Quality and creativity of the proposed media plan.
- Relevant experience and qualifications of the agency and its team members.
- Understanding of the target audience and the regional context.
- Cost-effectiveness and alignment with the campaign’s objectives.
- Previous work and references.
- Contract Duration:
The contract is scheduled for the duration from 01 October 2024 to 30 September 2025. It may be subject to extension upon funds availability and the successful performance evaluation.
- Working code and Methodology:
The consultant/ consulting company, and any of its team/ representatives commits to the following during their engagement with Juzoor as follows:
- Commitment to Juzoor’s code of conduct and rules and regulations at all times.
- Promote the development of relationships with partner organizations based on a concept of partnerships founded on shared values, mutual respect, reciprocity of learning and transparency.
- Maintain close and continuous relations with the target population and its grassroots organizations, and provision to listen to their expectations.
- The consultant/ consulting company acknowledges that they have read and agree and abide by Juzoor’s policies and manuals, including but not limited to the following:

- The consultant Consulting company acknowledges that all information is confidential to Juzoor such as documents, manuals, designs, applications of all sorts, agree that these documents are the sole custody of Juzoor and should not be used outside Juzoor organization unless it is cleared by Juzoor management and the board of directors, as stipulated in Juzoor’s IT& Data Policy.
- The consultant/ Consulting company understands and agrees to fulfill tasks related to her/his TOR, and for the benefit of Juzoor’s activities, as requested by her/his immediate supervisor.
