RCCE Strategy Development Consultant – West Bank

Organizational Setting

Juzoor is a leading Palestinian NGO dedicated to improving the health and well-being of Palestinian families and promoting health rights in the West Bank, East Jerusalem, and Gaza. We promote an interdisciplinary, cross-sectoral approach to improving the health and social well-being of individuals, families and communities based on national targets and needs. Juzoor works on multiple levels with civil society organizations, professionals, governmental bodies, service providers, and the community at large. Our principles are to build local capacities and empower local communities, targeting specifically women, children and youth, through innovative programs that address their psychosocial, educational, economic and reproductive health needs.

The Risk Communication and Community Engagement (RCCE) project, generously funded by UNICEF, aims to strengthen the resilience of the healthcare system in the West Bank by embedding RCCE, emergency preparedness, and social behavior change (SBC) at its core. The project promotes community-driven solutions to ensure effective preparedness and response to public health emergencies.

Purpose of the Assignment

Juzoor seeks a qualified consultant to develop a comprehensive West Bank RCCE Strategy, incorporating a media engagement component, in coordination with MoH, UNRWA, and other relevant partners, and respective departments. The strategy will be based on findings from the project assessments and mapping exercises, as well as consultations with relevant stakeholders.

The final deliverable should reflect the unique communication dynamics of the Palestinian context, including digital media, traditional channels, and the role of community leaders and influencers to ensure culturally relevant and inclusive outreach.

 

Role of the Consultant

a. Review and Analyze Data

  • Review assessment results and communication mapping conducted by the RCCE project team.
  • Identify key trends, communication gaps, trusted channels, and behavior drivers/barriers.
  • Identify community engagement approaches that promote dialogue, increase trust in public health institutions, and empower communities to participate actively in health-related initiatives.

          b. Stakeholder Engagement

  • Engage with key stakeholders, including MoH, UNRWA, media professionals, social media influencers, and civil society actors.
  • Identify with the different MOH departments (such as, and as relevant: preventative medicine and family health, communication, health promotion, education, RCCE, etc.), that are responsible for implementation of strategy, their roles and coordination and communication mechanisms (internal and external).
  • Facilitate meetings to validate findings and co-create priorities.


       c. Develop West Bank RCCE Strategy: Draft a comprehensive, context-specific RCCE strategy document including:

  • Goals, guiding principles, and audience segmentation.
  • Strategic approaches for risk communication and community engagement covering preparedness, response, and recovery.
  • Integration of behavior change communication (BCC) techniques.
  • Media engagement framework (traditional & digital).
  • Messaging guidelines and dissemination plans.
  • Monitoring and evaluation components.
  • Include roles and responsibilities for partners and implementation mechanisms.
  • The strategy should outline broad, flexible activities to guide future operational planning while allowing adaptability over time with a separate annex providing indicative cost estimates to support potential resource mobilization by the MoH and partners

 
      d. Validation

  • A comprehensive process of consultation and validation with partners


       e. Presentation

Present the strategy to Juzoor, MoH, UNRWA, UNICEF, and relevant stakeholders.

 

Expected Deliverables (disclaimer: timeframe and structure are negotiable with the selected candidate)

a. Inception Report (Due: End of Week 1).

  • A comprehensive report detailing the consultant's understanding of the assignment, proposed methodology, and a detailed workplan with timelines, key milestones, and deliverables. The report will also include any preliminary observations or anticipated challenges.

b. Stakeholder Engagement Mapping Summary – West Bank (Due: End of Week 3).

  • A summary report mapping relevant stakeholders involved in Risk Communication and Community Engagement (RCCE) in the West Bank. This should include categories of stakeholders, their roles, levels of influence, current engagement mechanisms, and potential contributions to the strategy development process.
     

 c. Draft RCCE Strategy (Due: End of Week 6)

A preliminary version of the RCCE strategy that outlines:

  • Strategic objectives and guiding principles.
  • Risk scenarios and contextual considerations.
  • Recommended tools, channels, and approaches for effective RCCE.
  • Proposed implementation framework, including roles, responsibilities, and key timelines.

d. Final Validated RCCE Strategy (Due: Nov 30)

  • A finalized version of the RCCE strategy that incorporates feedback from stakeholders and validation workshops. The final strategy must be comprehensive, actionable, and aligned with local contexts and priorities.

e. PowerPoint Presentation – Strategy Summary (Due: Nov 30).

  • A professional presentation summarizing the key components of the RCCE strategy, suitable for sharing with internal and external stakeholders. It should include visuals, key findings, recommendations, and an overview of the implementation plan.

Reporting and Level of Responsibility:

  • Reports to: Juzoor-assigned RCCE Project Manager.
  • Works in close coordination with MoH and UNRWA RCCE focal points.

Experience required:

  • Master’s degree or higher in Public Health, Communications, Media, or related field or, Minimum 5 years of experience in health communication, SBC, or RCCE programming.
  • Proven track record in strategy development with government and humanitarian partners.
  • Familiarity with media landscape in Palestine, including digital engagement.
  • Strong facilitation, writing, and interpersonal skills.

Language requirement:

Working Week:   

  • Flexible working hours. Working hours may be coordinated with the supervisor. Official weekends are on Fridays and Saturdays

  • The position holder acknowledges that all information is confidential to Juzoor such as documents, manuals, designs, applications of all sorts, agree that these documents are the sole custody of Juzoor and should not be used outside Juzoor organization unless it is cleared by Juzoor management and the board of directors, as stipulated in Juzoor’s IT & Data Policy.
  • The position holder has read, understood, and signed off to her/his Terms of Reference (ToR), as attached. The position holder also understands that her/his employment may be terminated if proven to have failed to comply with Juzoor’s safeguarding policies and protocols.
  • The position holder understands and agrees to fulfil tasks related to her/his TOR, and for the benefit of Juzoor’s activities, as requested by her/his immediate supervisor.

  • Juzoor will conduct a reference check for candidates who have been shortlisted as it pertains to safeguarding  and protection issues. Contracting the candidates is pending the clearance of such reference checks.
